With some exceptions, it's common for a worker to run some screws into a temporary anchor to satisfy the need to be tied off, and avoid OSHA fines. These screws may or may not be into a rafter or truss, and inevitably the anchor will be moved several times throughout the day. By installing a permanent anchor on the ground or as soon as you get on the roof, you can be sure if the worst happens, the anchor will stay put.
